E soprattutto sorge in lui un importante interrogativo: che senso ha, in uno Stato senza guida e senza futuro, riuscire a consegnare alla giustizia il colpevole di una singola morte, mentre ovunque vi sono autori di genocidi che restano impuniti?

Rome, 19 July 1943. The daily routine of Flaminio Prati, commissioner of the San Lorenzo district, begins with the reporting of a crime that took place in an anonymous apartment in the neighborhood. But while Dr. Prati is investigating the murder of a young woman, the ancient capital is hit by Allied bombing, killing thousands of people. And here the commissioner, a respectful man of power, learns a new reality, by virtue of which he is forced to change his values. And above all an important question arises in him: what is the point, in a state without a guide and without a future, of being able to bring to justice the culprit of a single death, while everywhere there are authors of genocides that go unpunished?
